The Next U.S.-Israel Agreement Should Invest in Innovation as Well as Security

August 19, 2026 — Discussion is beginning over the next U.S.-Israel memorandum of understanding, with the current ten-year agreement set to expire in 2028. The existing framework, signed in 2016, provides $38 billion in U.S. security assistance over its term.

Security cooperation remains central to the relationship. Israel faces real regional threats, and American support has helped strengthen its ability to defend its citizens. But the next agreement also presents an opportunity to expand cooperation in emerging fields such as cybersecurity, artificial intelligence, medical technology, water resilience and advanced manufacturing.

Joint research can benefit both countries. Israeli innovation and American research institutions, capital and industrial capacity can complement one another, producing technologies with applications well beyond the defense sector.

For supporters of Israel, the discussion should be about a durable partnership rather than a single budget line. A strong U.S.-Israel relationship is built through shared security interests, scientific exchange, economic ties and public understanding.

Christian and Jewish communities can encourage informed debate about the agreement and explain why Israel’s security and technological partnership matter to the wider democratic world.
